The Vernon Parish Library Board met in regular session Wednesday, January 25, 2023.

Members present were Mr. Kuk, Mr. Martin, Mrs. Bealer, Mrs. Blankenbaker, and Mr. Davis. Absent were Mr. Jones and Mrs. Westerchil.

Mrs. Westerchil called Mr. Coy and submitted her resignation from the Board due to illness.

Mr. Coy asked Mrs. Bealer to lead in opening prayer.

Mr. Kuk made the motion, seconded by Mr. Martin to approve the minutes of the previous meetng as presented. Carried.

Mr. Coy presented the financial and statistical reports as well as the Director’s Report.

Mr. Coy presented the revised 2022 budget. Mrs. Bealer made the motion to approve, seconded by Mr. Martin. Carried.

There being no other business, meeting was adjourned.

The Vernon Parish Library Board met in regular session, Wednesday, April 26, 2023 at 3:30 p.m.

Members present were: Mr. Jones, Mr. Davis and Mrs. Franklin. Members absent were: Mrs. Bealer, Mrs. Blankenship, Mr. Martin and Mr. Kuk.

Because there was not a quorum of members present, no business was conducted. The members present did discuss the various activities of the Library as presented by the Director.

The Vernon Parish Library Board met in regular session, Wednesday, July 26, 2023 at 3:30 p.m.

Members present were: Mrs. Bealer, Mrs. Blankenbaker, Mrs. Franklin and Mr. Davis. Absent were Mr. Kuk, Mr. Martin and Mr. Jones.

Mrs. Bealer led in opening prayer.

Minutes of the previous meeting were read and approved. Motion made by Mrs. Bealer, seconded by Mrs. Blankenbaker. Carried.

The Director presented the financial, statistical and director’s report.

Under new business, Mrs. Bealer made the motion, seconded by Mrs. Blankenbaker to declare the KIC Scanner, Tag. #1212, purchased 5/20/15 as surplus property. We will donate it to the Cameron Parish Library. Carried.

New carpet was discussed for the main branch, as it is 28 years old and needing to be replaced. After much discussion, it was tabled until the next meeting to allow the director to get more information.

The subject of Dunbar branch was discussed. The City of Leesville and closed the recreational center June 30, 2023. There is no longer a public restroom available for use, and the use of the branch has been extremely low. During the month of July, no item was checked out. The total circulation for January 1 to July 25 was 36 with 8 renewals, for a total of 44 items. A motion was made by Mrs. Franklin, seconded by Mrs. Blankenbaker to close the branch effective August 1. Carried.

La. Act 436 was discussed. Mr. Coy plans to have a proposed policy that meets the legal requirements available for study at the next meeting of the Board.

Staff salaries was discussed. After much discussion, Mrs. Bealer made the motion, seconded by Mrs. Franklin that the staff be given a 20% raise effective August 1, 2023 to help bring the staff salaries up to local levels. The Director is not included in this raise. Carried.

There being no other business, meeting was adjourned. Motion made by Mrs. Bealer. Carried.

October 25, 2023

The Vernon Parish Library Board met in regular session, Wednesday, October 25, 2023 at 3:30 p.m.

Members present were: Mr. Davis, Mr. Martin, Mr. Kuk, Mrs. Franklin, and Mr. Jones. Absent were Mrs. Bealer and Mrs. Blankenship.

Mr. Kuk led in opening prayer.

Minutes of the previous meeting were approved. Motion by Mr. Martin, seconded by Mrs. Franklin. Carried.

Mr. Kuk read a note from Suzon Morgan, library employee, thanking the Board for the recent pay raise.

Mr. Coy presented the statistical and financial reports. Motion to approve made by Mr. Jones, seconded by Mr. Martin.

Under Old Business, Mr. Coy presented information concerning replacing the current carpet, original to the building in 1995, with carpet tiles. He suggested hiring an architect from Lake Charles. This architect just recently oversaw the re-carpeting of the Calcasieu Parish Libraries. We would then have to request bids to lay carpet tiles. The shelving would not be moved, saving us a lot of money. The carpet installers would have to be bonded, and replace any damaged items. We would purchase extra carpet tile to use for replacing damaged tiles. Mr. Kuk made the motion to begin the process or carpet replacement, seconded by Mr. Jones. Carried.

Under New Business: Mr. Martin made the motion, seconded by Mrs. Franklin to declare the HP 20 Mobility Cart, AK816AA, purchased in 2009 surplus. Carried.

Mr. Martin made the motion, seconded by Mrs. Franklin to declare the shelving in the old Dunbar Branch, purchased in 2019 surplus. Carried.

Under Act 436, Mr. Coy presented the proposed policy and procedures to implement in compliance with the La. Act 436. Mr. Jones made the motion to approve, seconded by Mr. Martin. Carried.

The Board decided to set the date Wednesday, Nov. 15, 3:30 p.m. to discuss and adopt the 2024 budget.

Mr. Jones tendered his resignation from the Library Board due to his new job requirement. Mr. Jones made the motion, seconded by Mr. Martin to recommend to the Police Jury Ms. Deidra Shell, from the Evans area, to replace him. Carried.

There being no other business, Mr. Jones made the motion to adjourn.

The Vernon Parish Library Board met in regular session Wednesday, January 26, 2022 at 3:30 p.m.

Members present were Mrs. Westerchil, Mrs. Bealer, Mr, Kuk, Mr. Jones, Mr. Martin and Mr. Davis. Absent was Mrs. McKee.

Mrs. Westershil welcomed the new board members, Mr. Jones and Mr. Kuk.

Mrs. Westerchil opened the meeting by calling on Mr. Kuk to lead in opening prayer.

Minutes of the previous meeting were approved as sent out.

Mr. Coy presented the Statistical, Financial and Director’s reports.

Mr. Martin made the motion, seconded by Mr. Jones to proceed with new shelving and circulation desk at the Pitkin Branch. Carried.

Mrs. Bealer made the motion, seconded by Mr. Kuk to approved the revised Sexual Harassment Policy. Carried.

Mr. Kuk made the motion to purchase a pickup that would perform as needed by the Library. Seconded by Mr. Martin. Carried.

Mrs. Bealer made the motion, seconded by Mr. Jones to make an exception to the Meeting Room Policy to allow the Vernon Parish DARE program to use the meeting room to Mondays beginning Feb. 2022 through May 2022. Carried.

The Vernon Parish Library Board was to meet in regular session Wednesday, April 27, 2022 at 3:30 p.m.

Betty Westerchil was the only member present. Absent were Mr. Kuk, Mr. Davis, Mr. Jones, Mr. Martin, Mrs. Bealer, and Mrs. McKee.

Mrs. McKee called and said she was resigning because of personal reasons. She had enjoyed serving, but felt this was the right time.

Mr. Coy and Mrs. Westerchill discussed the various topics in the Director’s report.

There was no business conducted.

The Vernon Parish Library Board met in regular session, Wednesday, July 27, 2022 at 3:30 p.m.

Members present were: Mrs. Bealer, Mr. Kuk, and Mrs. Westerchil. Absent were Mr. Jones, Mr. Martin, and  Mr. Davis.

Mrs. Bealer led in opening prayer.

Mr. Coy presented the statistical, financial and Director’s report.

Under new business, Mr. Kuk made the motion, seconded by Mrs. Bealer, to increase the line item in the budget to include the amount for the replacement of the air conditioners for the Mobile Branch, which is approximately $1500.00. Carried.

Mrs. Bealer made the motion, seconded by Mr. Kuk, to give the new employees hired this year an 8% pay increase, minus the usual $300.00 a year given, retroactively back to January, 2022.
Carried.

The Board discussed and decided to recommend to the Police Jury the appointment of Mrs. Vera June David to replace Mrs. Gaye McKee, who resigned for personal reasons. Mr. Coy will verify that she resides in Vernon Parish and will agree to serve, as well as send out a ballot to absent board members before sending a letter to the Police Jury with our recommendation.

Vernon Parish Library Board met in regularly scheduled Board Meeting Wednesday, April 28, 2021.

Members present were Mrs. Betty Westerchil, Mrs. Brenda Bealer and Mr. Randy Martin. Absent were Mrs. Gaye McKee, Mr. Gene Davis and Mrs. Verna Jones.

Mrs. Bealer led in opening prayer.

Because of a lack of a quorum, the members present went over the Statistical and Financial reports. Mr. Coy gave an update of things happening in his Director’s report.

Betty Westerchil, president, brought up that Mrs. Karen Skinner had resigned from the Board. The group discussed possible names for recommendation to the Police Jury to replace her. They recommended Mrs. Angela Davis, Anacoco, La.  Mr. Coy will contact to see if they are willing to serve and write a note to notify the Police Jury of our recommendation.

The Vernon Parish Library Board met in regular meeting Wednesday, January 29, 2020.

Members present were Mrs. Bealer and Mrs. Westerchil.

Absent were Mr. Davis, Mr. Martin, Mrs. McKee, Mrs. Jones and Mrs. Skinner.

No business was conducted because of a lack of a quorum.

Mr. Coy brought those present up-to-date on library activities.

Members present were Mrs. Westerchil and Mrs. Brealer. Because of lack a quorum, no business was conducted. Mr. Coy did bring the two in attendance up-to-date.

The Vernon Parish Library Board was scheduled to meet November 23, 2020. Because of COVID, a meeting was not feasible.

The Board voted by mail to approve the 2021 proposed budget as presented.

They also voted to approve the following:
Libraries Southwest Reciprocal agreement
Declare the Microfiche 9 drawer cabinet surplus for discard
Approved the revision of the Mission Statement as presented
Approved the recommendation to the Police Jury the reappointment of Mrs. Brenda Bealer to the Library Board.
